Someone suggested that a useful change to make for the chat would be
to add age restrictions, since those who cause problems have the
maturity of a ten year old ;) Whether this suggestion was made in
jest or not, it does bring up something that I had considered to
curb abuse in the chat, which is an authentication scheme.

Authentication for creation of new chat accounts can be based on any
of a number of schemes - agreeing to a form that says you're 18 or
older, requiring that you provide a valid email address (i.e., a
password is emailed back to the account you provide), or most tedious
and restrictive, account activation upon admin approval (basically
invite-only chat; ick.)

A mechanism for ignoring particular users will only lead to bad
feelings and still not solve the problem, so I'm going to nix that
idea from the get-go.

I've avoided having any kind of authentication so that anyone who
wants to chat can just pop in, create a character with no fuss, and
start playing; I've avoided having "ops" in the chat because that leads
to a small group of people and their friends having free reign over
the chat, and abusing anyone they don't like (it happens every time
when some users have ops, no matter what the forum is.) I'm very
reluctant to put restrictions on the chat if possible, and I'd love
to hear what you all think and what alternatives you may suggest.
